    2003 ORDINANCE NO. 2

    AN ORDINANCE INSTITUTIONALIZING THE MINIMUM BASIC NEEDS (MBN) PROGRAM IN THE MUNICIPALITY OF CATARMAN, CAMIGUIN CREATING FOR THE PURPOSE, A MUNICIPAL MBN TEAM WHICH HAS THE RESPONSIBILITY IN MOBILIZING THE MBN PROJECTS AND ACTIVITIES.


    BE IT ORDAINED by the Sangguniang Bayan of Catarman, Camiguin, in its session that:


    Section 1

    The Minimum Basic Needs (MBN) Approach is hereby institutionalized in the Municipality of Catarman which is a means of identifying, and responding the minimum basic needs of the people.


    Section 2

    There is hereby created a Municipal MBN Team which has the responsibility in implementing the MBN survey which shall be led by the Municipal Social Welfare Office with the following core members: MPDC, MLGOO, MHO, MAO, DECS District Supervisor, BNS, BHWM DCW and indigenous leaders to be chosen by the Municipal Mayor.


    Section 3

    This ordinance shall be implemented in conjunction with Executive Order No. 443, and its rules and regulations providing for the adoption of the Comprehensive and Integrated Delivery of Social Services as the National Delivery of Social Services as the National Delivery Mechanism for the Minimum Basic Needs (MBN) Approach.


    Section 4

    All expenses incidental thereto shall be charged to available local funds not otherwise encumbered. However, the Municipal MBN Team shall submit to the Sangguniang Bayan their proposed budget for future appropriate action.


    Section 5

    All ordinance or parts thereof in conflict with the provisions of this ordinance are hereby repealed, amended or modified accordingly.


    Section 6

    This Ordinance shall take effect immediately upon approval.
