AN ORDINANCE REGULATING THE ESTABLISHMENT AND OR OPERATION OF COCKPIT FROM BARRIO TANGARO TO BARRIO LOOC, THIS MUNICIPALITY AND PROVINCE, AND THE PROHIBITION TO ESTABLISH AND OR OPERATES THE SAME WITHIN THE RADIUS OF 200 LINEAL METERS FROM ANY PUBLIC BUILDING, SCHOOLS, HOSPITALS AND CHURCHES.
Be it ordained by the Municipal Council of Catarman, Camiguin, Philippines, that:
Section 1
EXPLANATORY NOTE: That Provincial Circular (Unnumbered), dated December 5, 1968, has expressly stated that under the existing law (Sec. 1, R.A. No. 938, as amended by R.A. No. 979 and R.A. No. 1224), the municipal or city council, or municipal board is empowered to prohibit or regulate the establishment, maintenance and/or operation of cockpits within its jurisdiction and to fix the distance thereof from any public building, schools, hospitals and churches, so that if it is not prohibited it is deemed authorized subject to regulations. The administration has found out that gambling, including cockfighting, has deeply rooted in the Filipino life with tremendous effects especially to the less unfortunate once. In order that this administration could give continued place and order, and to give chance to the people to improve their economic stability through planting, this ordinance to limit one cockpit only from Tangaro to Looc is hereby passed.
Section 2
That there shall be only one cockpit to be established or operated from barrio Tangaro to barrio Looc, this municipality and province.
Section 3
That no cockpit be established or operated within the radius of two hundred lineal meters from any public building, schools, hospitals and churches.
Section 4
That no cockpit be constructed, reconstructed, or altered, without the designs, plans, and specifications being prepared, signed and sealed by a registered civil engineer, and the construction, and or alteration thereof be executed under the responsible charge and direct supervision of a civil engineer.
Section 5
That failure to comply with the provisions of this ordinance shall be a ground for the cancellation of the permit or license issued by the office.
Section 6
That this ordinance shall take effect immediately upon approval.
