AN ORDINANCE PROHIBITING THE ESTABLISHMENT, MAINTENANCE, AND OPERATION OF COCKPIT WITHIN THE MUNICIPALITY OF CATARMAN, PROVINCE OF CAMIGUIN.

Be it ordained by the Municipal Council of Catarman, Camiguin, Philippines, that:

Section 1

DECLARATION OF POLICY: Section 2238 of the revised administrative Code provides that the Municipal Council shall have the power to enact ordinances for the health and safety, promote the prosperity, improve the morals, peace, good order, comfort and convenience of the municipality and inhabitants thereof, now adapts same as its policy in view of the following prevailing conditions:

a) The thievery of accounts had lately been increasing:

b) Peace and order is now becoming a problems: and

c) The prosperity of the people had been at a stand-still; all of these are because of gambling, either in cockfighting or in any other form.

Section 2

Considering the foregoing prevailing conditions, no person or persons, association

or corporation shall be issued a permit to establish, maintain or operate cockpit within the municipality of Catarman, province of Camiguin.

Section 3

PENALTY: Any person or persons, association or corporation found establishing, maintaining and or operating cockpit within this municipality of Catarman, province of Camiguin, shall suffer a penalty of a fine of not less than P100,00, more than 30 days, or both fine and imprisonment at the discretion of the court.

Section 4

REPEALING CLAUSE: That thy ordinance whose provision or provisions is/are inconsistent with the provision or provisions of this ordinance is /are hereby repealed.

Section 5

EFFECTIVITY: That this ordinance shall take effect on February 7, 1974.
