1972 ORDINANCE NO. 2

Be it ordained by the Municipal Council of Catarman, Camiguin, Philippines, that:


Section 1

Explanatory Note:  Fishing industry is the second industry of the people of Catarman, Camiguin. Many engine used in fishing were stolen and unrecovered. The government authorities feel hard to extend helped because the evidence of ownership is weak. The owners did not even know the serial numbers of their engines and the descriptions of the lost property are not accurate. In order to enable the local authorities extend possible help to recover the lost property, it is therefore necessary that same be registered in the Office of the Municipal Treasurer.

Section 2

All owners of outboard and inboard engines used in fishing whose home parts are within the municipal of Catarman, Province of Camiguin, Philippines, are required to register their outboard and inboard engines in the Office of the Municipal Treasurer of Catarman, Camiguin Philippines.

Section 3

That the registration period shall be from January 1 to the last working day of January if each year, and late license shall be charge 25% surcharge to be added to the original registration fee.

Section 4            

That the registration of outboard and inboard engines shall be renewed every year on the same period of registration as provided in Section 3.

Section 5            

That the registration fee shall be one peso or horse power per engine, and this includes registration of the boat there the engine is placed.

Section 6

That there shall appear in the Official Receipt to be issued by the Municipal Treasurer or his authorized representative to issue, the following:

(A)  Name of owner or owners of the engine and boat.

(B)  Engine: 1. The serial number of the engine.

2. The make-up or brand of the engine

3. Description, first-second-third-fourth hand, etc.

4. Outer paint if any or inner paint if any.

(C)  Boat: 1. The name of the boat, if any,

2. Outer paint, if any.

3. Measurements:

a. The length, in feet

b. The width, in feet

c. The depthless, in feet

d. other descriptions, if any.


Section 7

Any person or persons using his fishing boat with engine caught in violation of the provisions of this ordinance shall fined in the amount of not less than fifty pesos, and not more than one hundred pesos, or an imprisonment of not less ten days and not more than thirty days, or both fine and imprisonment at the discretion of the court.


Section 8

Any ordinance the provisions of which are inconsistent with the provisions of this ordinance are hereby repealed.


Section 9

This ordinance shall take effect immediately upon approval.
