1966 ORDINANCE NO. 10

AN ORDINANCE REQUIRING ANY PERSON AND/OR PRESIDENTS OF COCKPITS WITHIN THE JURISDICTION OF THIS MUNICIPALITY TO INSTALL A SANITARY TYPE OF TOILET AND PROVIDING PENALTY THEREOF.


Be it ordained by the Municipal Council of Catarman, Camiguin Subprovince, Misamis Oriental, that:


Section 1

The Definition of Terms: SANITARY within the meaning of the Ordinance is defined to mean the physical condition or COCKPITS which will tend to prevent the incidence and spread of diseases. SANITARY TYPE OF TOILET refers only to toilet with water-sealed bowls (local made) and the standard flush system. SHALL – where SHALL is used for a provision specified hereinafter, that provision is intended to be mandatory.


Section 2

ALL COCKPITS shall be provided with a sanitary type of toilet. In the case of cockpits located at Looc and Poblacion – the President of each of them shall provide and maintain adequate toilet facilities which are separate for each sex. In the barrio, one sanitary type of toilet for both sexes shall be sufficient. Only one cockpit is allowed to be established in any barrio of this municipality. And it shall be unlawful for any person or persons to establish a cockpit without a PERMIT and/or CERTIFICATE obtained from the Municipal Health Officer, stating among other things, that said cockpit has been provided with a sanitary type of toilet and is fit for cockfighting and other purposes. A license shall be paid to and issued by the Municipal Treasurer.


Section 3

On Fiestas, Either in the Poblacion and/or Barrios – cockfighting shall be allowed three days before the vesper and three days after the day of the fiesta; provided, that when a fiesta falls on Sunday or Legal Holiday it shall be counted on the next succeeding day.


Section 4

PENAL PROVISIONS. Failure on the part of any person or persons and/or the President of an already existing cockpit to provide and maintain adequate toilet facilities within the period of two months from the approval of this Ordinance shall be a cause for the revocation of the license already paid by the licenses and issued by the Municipal Treasurer.


Section 5

REPEALING CLAUSE. Any ordinance the provisions of which are inconsistent with the provisions of this ordinance are hereby repealed.


Section 6

EFFECTIVITY. This Ordinance shall take effect on January 1, 1967.
