Enacted in January 2019, Catarman, Camiguin’s Ordinance No. 1 mandates strict environmental regulations for local businesses to preserve the municipality's ecosystem as a tourist destination. The law enforces a total ban on Styrofoam containers for food and drinks and prohibits the use of plastic bags for all dry goods.
Exceptions are made strictly for wet goods (such as fish or meat), which are limited to one primary plastic bag per item. Violators face escalating fines ranging from ₱500 to ₱2,500, with the risk of business permit cancellation if fines remain unpaid after five days. To ensure strict compliance, enforcement officers are incentivized with a share of the collected fines.
