1993 ORDINANCE NO. 10

AN ORDINANCE ADOPTING A CODE OF PUBLIC SAFETY, TO BE OBSERVED DURING LOCAL CELEBRATIONS, IN THE MUNICIPALITY OF CATARMAN, CAMIGUIN.


Section 1

This ordinance shall be known as A Code of Public Safety Ordinance of 1993.


Section 2

Any individual, group or organization, intending to hold any local celebration shall secure a permit from the Office of the Mayor at least fifteen (15) days before the actual conduct of the affair. The request for issuance of a permit shall be accompanied with a detailed action plan of the celebration.


Section 3

The following guidelines shall be considered by the organizer/s of the celebration:


A. ON ROAD AND RIVER SAFETY:


A.1 Covering/repairing of potholes and diggings and other excavations a month before the actual festivities:

A.2 Clearing of sidewalks of obstructions:

A.3 Designating of specific areas for ambulant vendors:

A.4 Installing of appropriate traffic signs and enforcement of traffic ordinance:

A.5 Proper placement of streamers, buntings and other materials installed on alleys and roadways:

A.6 Checking of the worthiness of bancas and other water transport crafts:

A.7 Clearing of the river of obstructions like water lilies, garbage and flotsam and debris;

A.8 Monitoring of the loading capacity of watercraft vessels to ensure safety of passengers;

A.9 Using of steel barges towed by tugboats in fluvial parades.


B. ON REVIEW OF DESIGN OF FLOATS, PLATFORMS, TOWERS, STAGES AND PAGODAS:

B.1 Structural soundness and safety;

B.2 Enforcement of maximum load capacities.


C. ON ELECTRICAL INSTALLATION AND OTHER MAKESHIF CONNECTIONS FOR LIGHTING AND SOUND SYSTEM:


C.1 Installation for electrical wirings for floats, platforms, towers, stages, street lights and sound systems to be of electric shocks or fires will occur:

C.2 Combustile decorative materials should not be combined with electric bulbs, nor balloons be inflated or used as decorations near electric light bulbs or lighted candles:


D. ON HANDLING OF FIRECRACKERS AND OTHER PYTOTECHNICS DISPLAYS:


D.1 Regulation of the use of firecrackers during festivals, fiestas, etc.;

D.2 Handling of firecrackers only by authorized persons during celebrations.

D.3 Prohibitions of persons handling firecrackers to board bancas/boats participating in fluvial parades: will be exploded during celebrations.



E. ON FIRE SAFETY AND READINESS TO RESPOND TO EMERGENCIES:

E.1 Firetrucks and other fire-fighting equipment including local paramedic teams to be in full alert status during celebrations.


F. ON MEDICAL AND FIRST AID TEAMS:


F.1 Assigning of medical stations in properly designated places in the locality:

F.2 Fielding of first aid teams/personnel knowledgeable on the application of Cardio-Pulmonary Resuscitation (CPR) and similar technique including the application of first aid to take care of fractures and wounds;

F.3 Assigning of medical vehicles to transport accident-victim from accident site to designated medical stations, health clinics, health centers or nearest hospitals.


G. ON SANITATION AND HYGIENE EQUIPEMENT:


G.1 Assigning of sanitary inspector to supervise the makeshit/temporary eating places, e.g carinderias, turo-turo to the people;

G.2 Provision of latrines/portable rest rooms including garbage and trash receptacles on strategic places in the locality;

G.3 Cleaning/clearing of clogged drainage and sewers to prevent the breeding of rodents or harmful insects such as mosquitoes, cockroaches, etc.


H. ON CRIME AND CRIMINAL ELEMENTS:


H.1 Fielding of crowd control personnel or marshalls to avoid the incidence of panic and stampedes during shows and exhibitions;

H.2 Assigning of police personnel to be in the lookout for criminal elements such as pickpockets, drug pushers/users, gyps, etc.


Section 4

Organizer/s are required to coordinate closely with the Mayor and the Chief of Police before and during local celebration.


Section 5

Any person violating the provisions of this ordinance shall be fined not less than One Thousand Two Hundred Fifty (P1,250.00) pesos, but not more than Two Thousand Five Hundred (P2,500.00) pesos or an imprisonment of not less than three (3) months, but not less than six (6) months, or both,


Section 6

All ordinances or parts thereof inconsistent with this ordinance are deemed repealed and/or rescinded.


Section 7

This ordinance shall take effect immediately.
