Overview: Adopted on January 27, 1997, this ordinance established the initial framework for traffic control and PUV terminals in Catarman. It designated specific streets for different vehicle classes: PUJs were assigned to Epifanio Jacot Street, while motorelas, 4Ks, and motorized sikads were stationed along different segments of Procopio Rañin Street.
To prevent congestion at the Public Market, the law prohibited PUVs from lingering, strictly limiting them to loading, unloading, or a 15-minute pre-departure window. Non-compliance carried a P500 fine or up to two months in prison, setting the foundation for the town's organized transport system.
AN ORDINANCE ON THE TRAFFIC CONTROL AND TERMINAL OF ALL PUBLIC UTILITY VEHICLES IN THE MUNICIPALITY OF CATARMAN, CAMIGUIN.
BE IT ORDAINED by the Sangguniang Bayan of Catarman, Camiguin, in its regular session the above-captioned ordinances:
Section 1
This ordinance shall be known as traffic ordinance for 1997.
Section 2
There shall be designated parking areas for the following public utility vehicles:
a) FOR PUJs - at Epifanio Jacot street, from the junction of the national highway going northeast ward;
b) FOR 4Ks 3Ks and Motorela – at Procopio Rañin street, from the junction of the national highway going northeast ward;
c) FOR TRI & MOTORIZED SICADS - at Procopio Rañin street, from the junction of the national highway going westward;
Section 3
All public utility vehicles shall be prohibited to stay at the Public Market other than to load and unload passengers and cargoes. The same (PUJs) shall only be allowed to park at the public market for fifteen (15) minutes prior to their departure from terminal.
Section 4
Penalty Clause. Violators of the provisions of this ordinance shall be subject to a fine of not more than five hundred (P500.00) pesos, or an imprisonment for a period not exceeding two (2) months, or both, at the discretion of the court.
Section 5
Repealing Clause. All ordinances or parts thereof incontravention of this ordinance are hereby repealed and/or rescinded.
Section 6
Effectivity. This ordinance shall take effect immediately.
